Import & Landed Cost
By LuxoPacks Factory Team July 2026
Neither automatically represents the complete cost of getting boxes into your warehouse. A landed-cost budget combines the goods, freight, import charges, clearance and final delivery, with the responsible party identified for each line.
This guide explains classification, current-rate verification, low-value shipments, delivery terms and a worked budget. Ask your customs broker to confirm the exact classification and treatment for the intended entry date before committing to the order.
Check the entry date and code: Use the current USITC Harmonized Tariff Schedule and the relevant customs authority. The worked example below uses an assumed duty rate to illustrate the arithmetic; it is not a verified tariff quotation.
Step 1 — How Packaging Is Classified: HS Code 4819
Treat heading 4819 as the classification starting point discussed here, not an automatic final code for every pack. Give the broker the material, construction, intended use and import condition. A separate empty container and a product imported inside packaging can require different classification questions.
Every product crossing a border is assigned an HS (Harmonized System) code that determines its duty rate. Custom gift boxes, rigid boxes, mailer boxes, folding cartons and paper bags almost all fall under HS heading 4819 — "cartons, boxes, cases, bags and other packing containers of paper, paperboard, cellulose wadding or webs of cellulose fibres."
Common sub-classifications your broker will use:
- 4819.10 — cartons, boxes and cases of corrugated paper or paperboard (e.g. shipping mailers, corrugated mailer boxes).
- 4819.20 — folding cartons, boxes and cases of non-corrugated paper or paperboard (e.g. folding gift boxes, cosmetic cartons).
- 4819.50 — other packing containers, including record sleeves (some rigid and specialty formats land here).
The base rate and additional duties must be checked against the exact tariff subheading, origin, entry date and any applicable exclusions. Heading 4819 is a classification starting point, not a single universal duty rate. Use the USITC tariff schedule and obtain the broker's classification in writing.
Step 2 — Confirm each applicable duty layer
Ask the broker to show the classification, origin, entry date and each duty component behind the quotation. Keep the dated official references below with that review. Do not transfer a rate from a different construction or assume a logistics Incoterm determines the legal tariff treatment.
A customs quotation should show how the broker reached the rate for the exact goods and entry date. Do not assume every paper box has the same duty treatment.
| Duty layer | What to confirm | Evidence to retain |
|---|---|---|
| Base tariff | Exact subheading and ordinary rate | Current tariff entry |
| China-specific measures | Whether Section 301 or another measure applies | Applicable Chapter 99 code, notice and exclusion check |
| Other charges | Entry fees or other charges applicable to the shipment | Broker's itemized estimate |
| Combined budget | Applicable rates and their calculation basis | Dated calculation for this product and shipment |
There is no single combined rate to assume for all China-origin packaging. Check the current US tariff schedule and relevant customs notices. For arithmetic only, a 35% assumed duty on USD 2.00 would equal USD 0.70; replace that assumption with the verified rate before using it in a purchase budget.
Customs valuation is also a separate question. Give the broker the transaction documents and any relevant assists, tooling or other adjustments; do not assume the invoice's delivery term alone settles the customs value.
Step 3 — Check low-value shipment treatment for samples
Do not assume a sample parcel receives duty-free treatment because it is worth less than USD 800. CBP's published guidance states that duty-free de minimis treatment was suspended for low-value shipments from all countries effective August 29, 2025. Check the current CBP guidance and the courier's entry method before shipping.
- Samples need a declared value and description. Ask which entry procedure, duties and handling fees apply; do not reuse an old percentage or postal flat fee.
- Do not split a commercial order to evade charges. Describe the goods and transaction accurately and have the broker determine the proper treatment.
- Budget samples and bulk freight separately. A 500–5,000-box order and a sample parcel can use different logistics and entry processes. The applicable charges depend on the facts of each shipment.
Confirm the current rules near dispatch, particularly when sample delivery and bulk entry occur in different months.
Step 4 — Who Pays? EXW vs FOB vs DDP
The agreed Incoterm allocates delivery tasks, costs and risks. Importer-of-record eligibility and customs liability also depend on local law and the actual arrangement, so identify the importer explicitly in the quotation and shipping instructions.
| Incoterm | Factory covers | You cover | Best for |
|---|---|---|---|
| EXW (Ex Works) | Goods ready at the factory gate — nothing more. | Export handling, freight, import duty, clearance, last-mile. Everything. | Advanced importers with their own forwarder. Usually the most fiddly and often the most expensive once port fees are counted. |
| FOB (Free On Board) | Export clearance and delivery on board the vessel at the named port. | Main ocean/inland-waterway carriage, import clearance and onward delivery. | Sea or inland-waterway shipments; discuss FCA where goods are handed to a carrier before vessel loading. |
| DDP (Delivered Duty Paid) | Delivery to the named destination, cleared for import, with applicable seller-paid duties/taxes under the agreed terms. | Normally unloading and any expressly agreed buyer obligations. | A clear named destination where the seller can legally arrange import clearance. |
An all-in DDP price still contains import and logistics costs; request a clear scope and lawful customs arrangements. Confirm who can act as importer and whether taxes or unloading are excluded by agreement. ICC specifies that FOB is for sea or inland-waterway transport and DDP delivery is ready for unloading.
A Hypothetical Landed-Cost Example
This calculation uses 500 custom magnetic rigid gift boxes, 25×20×8cm, with soft-touch matte and a gold foil logo, at an assumed USD 2.00/unit FOB Dongguan. The freight, brokerage and 35% duty rate below are budget assumptions, not a current LuxoPacks offer or verified customs assessment.
| Line item | Amount | Notes |
|---|---|---|
| Boxes (500 × USD 2.00) | USD 1,000 | FOB value — the customs value basis. |
| Sea freight (LCL share) | USD 350–600 | Varies with volume, lane and season. Boxes are light but bulky. |
| Import duty (assumed 35% of USD 1,000 customs value) | USD 350 | Hypothetical rate for this arithmetic example; replace with broker-confirmed treatment. |
| Customs entry + broker fee | USD 100–175 | Per-entry cost. Same whether you import 500 or 5,000 boxes. |
| Last-mile trucking | USD 60–150 | Port to your warehouse / 3PL. |
| Illustrative landed total | USD 1,860–2,275 | Sum of the stated assumptions, not a live shipping quote. |
| Illustrative landed cost per box | USD 3.72–4.55 | Divide the assumed landed total by 500 boxes. |
Under these assumptions, the USD 2.00 box becomes USD 3.72–4.55 delivered. The lesson is the calculation method: replace every assumed input with a dated quotation or customs assessment before comparing suppliers.
How to Control Import Cost (Legally)
You cannot make the China tariff vanish. You can control the total landed number with a handful of durable levers:
Classify correctly
Make sure your boxes sit under the right HS 4819 sub-heading. A wrong code can attach a duty that shouldn't apply, or trigger extra scrutiny. Give your broker the material spec.
Consolidate shipments
Ship packaging in the same container as your product where possible. One customs entry, one broker fee, one freight lane — instead of paying entry costs twice.
Order in fewer, larger batches
The per-entry and per-shipment fixed costs don't scale with quantity. Four small orders a year pay four sets of clearance fees; one larger order pays one.
Graduate from DDP to FOB
Compare DDP with a suitable buyer-managed freight arrangement when order volume grows. Choose the term and provider that give you clear responsibilities and a competitive complete cost; FOB is not automatically cheaper.
Ask suppliers for a DDP or fully-landed estimate for your first order so you can compare apples to apples. A low FOB with a fat freight bill is not a bargain.
Know your own market's rules
EU, UK, Canada, Australia and Gulf states each have their own duty + VAT/GST treatment for HS 4819. The China stack above is US-specific — confirm your own country's numbers.
The one thing never to do: never ask a supplier to under-declare the value or mis-describe the goods to lower duty. That is customs fraud, the importer of record carries the liability, and the penalties dwarf the duty you were trying to save. A reputable factory will decline — treat it as a good sign if they do.
What This Means If You Buy From LuxoPacks
Ask LuxoPacks to identify the delivery basis and included charges on the quotation. Provide your destination and broker or forwarder requirements so the shipment can be assessed with the correct documents. Confirm any DDP, consolidation or market-specific customs service in writing before relying on it.
Want a Landed-Cost Estimate, Not Just a Box Price?
Send the box specification, quantity, delivery address and preferred delivery term. Request an itemized price and the information your forwarder or customs broker needs to prepare the landed-cost calculation.

Frequently Asked Questions
What is the import duty on gift boxes and packaging from China?
Many paper packaging formats are classified within heading 4819, but the exact subheading and any additional duties require product-specific verification. Ask a licensed customs broker for the applicable codes, valuation basis, rates and exclusions for the intended entry date.
Do I still get the $800 de minimis duty-free exemption on samples?
Do not assume a parcel under USD 800 is duty-free. CBP guidance describes the suspension of de minimis treatment from August 29, 2025 for all countries. Confirm the current treatment and courier entry procedure before dispatch.
Who pays the import duty — the factory or the buyer?
The agreed delivery term allocates import tasks and costs, but the legally eligible importer should be identified separately. Under DDP the seller normally handles import clearance and the agreed import charges; the buyer normally handles unloading unless agreed otherwise.
Is it cheaper to buy packaging from a factory outside China to avoid the tariff?
Compare complete offers from suitable suppliers in the relevant countries. Include tooling, sample approval, product quality, freight, customs charges and inventory requirements; origin alone does not determine the lowest landed cost.
How do I reduce import duty on packaging legally?
Confirm classification and any legitimate applicable exclusion with your broker. Consolidation and order planning can reduce logistics or clearance costs, but they do not automatically reduce a tariff rate. Use accurate values and descriptions on all customs documents.
